The first-phase cultural forum development (library block) was built in Kasugai City, which has a good residential environment including Kozoji New Town. It is expected to become a center for new cultural creativity in a public who respond to the background of affluent times by seeking emotional affluence in culture. The theme of this facility is “a place where people, things, and information meet and interact.” It has three open areas, which are the event plaza between it and the adjacent municipal government offices, the indoor interaction atrium, and the rooftop Sky Forum. These spaces generate all kinds of meetings and interactions. Inside the facility, the basement level has a 168-car parking garage that connects below ground to the municipal government offices, and a stacked book depository for over 500,000 books. The first floor has a gallery that can stage diverse events, and an audio-visual hall with 198 seats that has multi-purpose functions. The second floor has management offices and various meeting rooms. The third and fourth floors house the library, with its collection of 200,000 books. The library has a children’s reading room and AV corner on the third floor, and the fourth floor has general reading rooms that can also be used for the Sky Forum (aerial garden) that is an outdoor reading space.
