A Nearly ZEB Government Office in Harmony with Nature

Administrative functions that had been dispersed across different districts were consolidated onto a new site and developed as a new government office building. The building was designed with a bright, open appearance, allowing the surrounding rich landscape to be enjoyed throughout the interior. Nearly ZEB performance was achieved through the adoption of exterior timber panels that combine thermal insulation and solar shading, the introduction of a radiant floor air-conditioning system using groundwater as a heat source, the promotion of natural ventilation through atrium spaces, and the installation of photovoltaic panels on the expansive roof. In the exterior landscaping, Usuzumi-zakura, the city’s symbolic flower, was planted, and a detention basin that also functions as a plaza, together with pedestrian paths, was developed to create a landscape design that connects seamlessly with the town.
